CONSTRUCTION COMMITTEE

Last year, the Ukrainian economy lost 29,6 percent of its GDP. Future-oriented investments will be necessary to revive the country's economy. Among the priority areas that support the goal of integrating and rebuilding Ukraine is housing reconstruction.We want to support Polish entrepreneurs who want to get involved in the process of rebuilding Ukraine, as well as build a platform for Ukrainian business entities and representatives of the administration. The reconstruction process requires the involvement of many environments, starting from business, through local governments, administration, experts in the field of construction and architecture, to investments in "green energy", which is the core of the programs of the Ukrainian authorities. Our experience in building large and small infrastructure, based on the most modern solutions, improving the quality of life, can contribute to strengthening Polish-Ukrainian cooperation." - underlines Leszek Gołąbiecki, chairman of the Polish side of the PUIG Committee for Construction, and at the same time Vice-President of the Management Board of Unibep SA.

The PUIG Committee for Construction will monitor, among other things, regulations concerning the functioning of business in this sector, analyse the potential for cooperation with the Ukrainian side, and formulate recommendations regarding the framework for establishing relationships with business partners, including the PPP formula or the creation of consortiums for specific projects.

"From the beginning of my career, I have been associated with the construction industry, I have gone through all the levels of my career, I know how important construction is for the renewal of the economy and its transformation to the European level. I am convinced that the substantive Committee dedicated to this area will strengthen this sector and will allow for the establishment of strong economic relations between Polish and Ukrainian entrepreneurs and other participants of this market” – he points out Leszek Gołąbiecki.

We are changing the name of the PUIG Committee for Hotel and Catering Industry to the HoReCa Committee, which results from the need to take a broader approach to the industry and comprehensively represent participants in this market.

Current challenges related to running a business in these areas require cooperation of many environments, also in the context of the current socio-economic situation and the war beyond our eastern border, which has shown how huge the industry's involvement is in providing assistance to Ukrainian citizens in the first stage, and in the next stage how necessary their knowledge and experience may be in rebuilding Ukraine, releasing the potential of small entrepreneurs who will want to continue or start a business in the new macroeconomic conditions.

"As Chairwoman of the Committee, I will focus my activities on strengthening cooperation and conducting dialogue with our partners and market regulators in order to improve the condition of the industry and strengthen its voice in the process of supporting Ukrainian friends. Our conscious joint cooperation allows us to look broadly at the HoReCa industry. Together we will look for opportunities where it is harder to see them alone. We will talk about more effective possibilities of achieving the most ambitious goals using the potential of people who look to the future and do not close themselves off to development even in unfavourable circumstances. After all, the common experiences, skills, competences, resources and strength of our industry are a specific value that we should fight for and take care of. Our priorities are: easier, constant access to knowledge, more effective investments in industry marketing, constant development and wide range of promotion of joint Polish-Ukrainian sales products, ongoing verification of suppliers and price negotiations, real influence on the development of our industry and systemic changes beneficial for hoteliers. It is also creating standards and building a positive perception of Ukrainian hotel industry among guests and the industry environment, as well as raising the profile of the hotelier profession and sharing passion for this industry with the young generation." - underlines Elżbieta Lendo, chairwoman of the Committee on the Polish side.

The HoReCa Committee's mission is to identify challenges related to running a business, as well as to indicate solutions that will contribute to maintaining jobs and the possibility of continuing business, as well as its development in the new legal environment when Ukraine joins the EU accession process.  

"An important place in the scope of the Committee's activities will be occupied by the sphere related to supporting entrepreneurs from Ukraine who are returning to their business activities, want to expand them and offer new services and will increasingly open up to the West." – he notes Marta Malskyi, chairwoman of the Committee on the Ukrainian side. He also serves as Head of the Department of Tourism at the Ivan Franko National University of Lviv.

Andriy Maksysko became the vice-chairman of the Committee, which emphasizes the importance of strengthening Polish-Ukrainian trade, as well as the role that Poland can play by acting as a hub for the Ukrainian market, thus opening the door for domestic entrepreneurs to establish economic relations.

"Promoting Polish-Ukrainian cooperation in the hotel, catering and broadly understood catering services sectors is an important area for international entities, but above all for individual entrepreneurs who achieve success on the regional market. The exchange of knowledge, among others, through establishing direct partnerships between Polish and Ukrainian companies is one of the areas of the Committee's activities" – adds Andriy Maksysko, Bayadera Group.

Committee on the Labour Market, Migration and Demography

The PUIG has a Committee for the Labor Market, Migration and Demography. This thematic scope has always been of particular interest to the Chamber. The “Partnership and Employment” campaign is being implemented, initiated in response to the situation on the employment market and recruitment of foreigners in Poland, with particular emphasis on Ukrainian citizens. A series of conferences “City - a space for business” is being implemented together with local government partners, inaugurated by the Polish-Ukrainian Chamber of Commerce in October 2022 in response to the need for dialogue between Ukrainian and Polish businesses, as well as the community supporting entrepreneurship. 

The Chairwoman of the Committee on the Polish side is Monika Piątek, an expert in the field of employing foreigners on the Polish labor market. She has cooperated, among others, with representatives of the Ministry of Foreign Affairs of Poland and Ukraine, the Ministry of Internal Affairs and Administration of Poland and Ukraine and the Embassy of Ukraine, the Border Guard, as well as Inspectors of the State Labor Inspectorate, Officials of District Labor Offices and Voivodship Offices. She is a Ukrainian philologist by education.

"I want to use my professional experience in the activities carried out within the Committee. It will be particularly important for me to disseminate knowledge in the field of legalization of work and stay of foreigners. Using the potential of migrants on the labor market and in society plays a very important role, not only economically, but also socially and educationally. The aim of the Committee's activities is also to propose legal solutions in the area of ​​migration policy and support for integration. Our activities are carried out based on the analysis of the labor market, EU migration policy instruments, monitoring the application of migration policy instruments. Committee representatives actively participate in debates on current migration challenges. We develop recommendations that will allow for the regulation of the labor market and the presence of migrants on it for the common good and the development of the national economy." - underlines Monika Piątek, Chairwoman of the Committee.

LEGAL AFFAIRS COMMITTEE

Within the Polish-Ukrainian Chamber of Commerce (PUIG), a new Committee for Legal Affairs was established, replacing the previous Committee for Legal, Customs and Tax Affairs.

The broad and comprehensive activity of the Chamber for entrepreneurs requires a holistic approach to legal issues, including not only customs and tax issues. The complexity of the current geopolitical situation means that we very often have to meet the expectations of PUIG members, but also of other entities operating in the area of ​​cooperation with Ukraine.

Legal issues also become particularly important in the context of the process of reconstruction of Ukraine and the involvement of Polish partners in this undertaking.

"I specialize in legal services for investment projects, I served as governor of the Lviv region, I supervised a number of transactions, mainly in the field of production, production relocation, real estate, infrastructure, IT/BPO, government procurement, public tenders, agriculture, energy and other sectors. I am convinced that my experience will translate into strengthening this area and will contribute to the development of recommendations and positions that in practice will enable entrepreneurs, members of the Chamber to actively participate in the reconstruction of Ukraine and strengthen economic cooperation between our countries," he emphasizes. Shaping the legal framework and rules governing the cooperation of economic entities after the end of the war and during the accession process of Ukraine to the European Union will be the foundation for further cooperation and development of our economies.

COMMITTEE FOR COOPERATION BETWEEN LOCAL GOVERNMENTS

The local government reform based on decentralization created the foundations for modern local governments and enabled local communities to influence public finances. This key step on the path to democracy showed how important and significant strong local authorities are during war. Today, the situation is extraordinary, requiring a comprehensive approach to rebuilding Ukraine and strengthening its position in the international arena. One of the elements is the cooperation of local governments. "The PUIG Committee for Local Government Cooperation will be a platform for discussion and exchange of experiences between Polish and Ukrainian local governments. We hope that this will enable the formulation of challenges in the process of strengthening the position of local governments in the recovering economy of Ukraine and recommendations for further building of local government. Polish local governments have experience and knowledge on how to build local communities and support the development of the country from the bottom up. We want to jointly co-create a space for cooperation" – he points out Diana Barynowa, chairman on the Ukrainian side of the PUIG Committee for Cooperation of Local Governments and director of the representative office in Kharkov (Ukraine) of the Polish-Ukrainian Chamber of Commerce.  He also serves as President of the Management Board of the Centre for the Development of Local Government and President of the Management Board of the Polish-Ukrainian Agrarian Association.  

The Committee will take action to promote cooperation between Polish and Ukrainian local governments and to strengthen the role of local government units in rebuilding the country and maintaining international relations.

"As a social advisor to the Mayor of Lublin on social participation and cross-border cooperation, as well as an expert in local government and social programs, especially in multi-year innovative projects, I know how important local government units are in building trust in the government. This trust translates into creating an environment conducive to foreign investments, which after the war will be of great importance in rebuilding the country. Today, we should act to strengthen the cooperation of our local governments and transfer knowledge in the field of local investments, but also the knowledge that our local government officials gained when Poland joined the European Union. This is unique knowledge that we want to share with our Ukrainian partners." - underlines Paweł Prokop, chairman of the Polish side of the PUIG Committee for the Cooperation of Local Governments. Paweł Prokop is also the founder and president of the Management Initiatives Foundation, a lecturer at the University of Entrepreneurship and Administration in Lublin (major in management) and director of the Lublin representative office of the Polish-Ukrainian Chamber of Commerce.
