In September 2022, we launched the "Work for the Reconstruction of Ukrainian Entrepreneurship". We want to provide entrepreneurs and local government officials with knowledge about the instruments of international (mainly EU and American) assistance in the reconstruction and modernization of Ukraine. We want to help rebuild entrepreneurship in Ukraine - both in the economic and social dimension.
Because entrepreneurship is the second front in Ukraine's struggles today. The first is the battlefield with the Russian aggressor. Entrepreneurs, on the other hand, are responsible for a significant part of Ukraine's budget - the part that can be allocated for defense and the armed forces. Entrepreneurship is also important for local communities, as a source of work and revenue for local budgets. Entrepreneurs should create a community responsible for ethics in business, adapting the economy and state to the rules of the European Union. Because a European perspective is the best path not only to rebuilding, but also to modernizing Ukraine.
Not only do we run this website, but we also organize training webinars, support study trips to Poland for Ukrainian local government officials, and discuss the recovery and modernization of Ukraine at conferences organized by the Polish-Ukrainian Chamber of Commerce. It's worth mentioning the Baltic Business Forum, an annual event in Świnoujście, and the COMMON FUTURE Congress on Cooperation with Ukraine, organized in cooperation with the MTP Group in Poznań. In 2026, we are working on the Ukraine Recovery Conference, which will take place in Gdańsk on June 25 and 26.
We are developing an important, systemic instrument for supporting Ukraine through the European Union. This is the Ukraine Facility, the implementation of which we are supporting through this website and other activities of the Polish-Ukrainian Chamber of Commerce. Therefore, we are working closely with Bank Gospodarstwa Krajowego (BGK), and together we have established the Ukraine Facility Club – a platform for meetings and discussions with entrepreneurs and local government officials about this aid instrument. Thanks to the ratification of the intergovernmental agreement between Poland and Ukraine on the special status of BGK in Ukraine, European and Polish funds allocated to the second pillar of the Ukraine Facility have gained guarantees of safe and rational use. We are waiting for the signing of the agreement between the European Commission and BGK – then the second pillar of the Ukraine Facility will be launched. There is also a Polish support instrument – the Loan to Participate in the Reconstruction of Ukraine – worth PLN 250 million, which we are promoting.

THE COST OF RECONSTRUCTION AND MODERNIZATION OF UKRAINE WILL BE ALMOST THREE TIMES UKRAINE'S GDP OR HALF OF POLAND'S GDP, ACCORDING TO THE RAPID DAMAGE AND NEEDS ASSESSMENT 5 (RDNA5). DATA AS OF DECEMBER 31, 2025.

The housing, transportation, and energy sectors are the most affected. Damage, losses, and needs remain concentrated in frontline areas and large metropolitan areas.
The project is being implemented by the International Association Europe-North-East in partnership with the Polish-Ukrainian Chamber of Commerce. Initial support was provided by the Office of MEP Marek Belka.
The project is co-financed by the Polish-American Freedom Foundation under the RITA – Regional Transformations program, implemented by the Education for Democracy Foundation.
Ukraine Facility is an instrument of support for Ukraine within the budget European Union, in the amount of EUR 50 billion, which will be allocated by the end of 2027.
Ukraine Facility is based on three pillars.
Pillar One it is financial aid in the amount of EUR 38,27 billion. By the end of October 2024, EUR 12,4 billion had been transferred.
This support stream, comprising both grants (EUR 5,27 billion) and loans (EUR 33 billion), aims to meet the financial needs of the Ukrainian state in order to maintain macro-financial stability, while supporting reforms and investments aimed at the reconstruction and modernisation of Ukraine. Financial resources under this pillar will be made available based on the successful implementation Ukraine Plan, with payments scheduled for quarterly. The administrator of this pillar in Ukraine is basically the Cabinet of Ministers.
Pillar two is the "investment framework for Ukraine", i.e. EUR 9,3 billion for loans, including hryvnia loans, guarantees, counter-guarantees, capital market instruments, any other forms of financing or credit quality support, insurance and equity or quasi-equity participation for state entities, local governments and private companies participating in the reconstruction and modernization of Ukraine. The European Commission is the administrator of the second pillar funds, which will allocate them to financial institutions through competitions. This EUR 9,3 billion is to enable investments in Ukraine of no less than EUR 40 billion.
From the point of view of Polish entrepreneurs investing in Ukraine and cooperating with Ukrainian enterprises, this is the most important pillar of the Ukraine Facility. Bank guarantees and loans will be provided by Bank Gospodarstwa Krajowego. Polish-Ukrainian Chamber of Commerce from autumn 2023 promotes the second pillar among entrepreneurs. In September 2024, we encouraged member companies to send project fiches to BGK, which, after assessment by bank experts, were included in the first list of projects. This list was part of BGK's application, submitted at the end of October 2024 in the European Commission competition. The competition will award funds for bank guarantees. We are waiting for its decision. We hope that in late spring 2025 BGK will sign the first agreements to finance reconstruction projects, based on support from the second pillar of the Ukraine Facility.

Polish addition to Ukraine Facility
On October 7, 2024, the Ministry of Funds and Regional Policy signed an agreement with the National Economy Bank, which creates a new support instrument - preferential loans for companies to implement activities related to the reconstruction of Ukraine, conducted on the territory of Poland. This is a pilot action, implemented with funds from the repayment of liquidity loans from the Smart Growth Operational Program from the previous EU perspective, which served to counteract the economic effects of the pandemic. In the new formula, these funds will work to increase the resources of Polish companies to participate in the reconstruction of Ukraine and support exports to this market.
The budget of this pilot project is PLN 250 million. The maximum loan value is PLN 10 million, and its maximum crediting period is 10 years.
What activities qualify for such loans?
BGK will launch a tender for Financing Partners who will grant loans. The planned recruitment for launching loans is the first quarter of 2025.
Support under the created instrument may also be directed to enterprises from the Podlaskie Voivodeship, which are experiencing the negative effects of the so-called buffer zone adjacent to the state border with Belarus.
The agreement was signed during the Congress on the Reconstruction of Ukraine COMMON FUTURE.
The establishment of the Ukraine Facility is a strong commitment by the EU, which shows that we will not abandon Ukraine and will work towards its victory and integration with the EU.
The €50 billion package must support the “Build Back Better” principle and a number of strategic projects aimed at creating a green, sustainable and fair Ukrainian economy. Massive public and private funds will be needed to rebuild critical infrastructure, housing and repair damage.
To attract private capital, we should provide state guarantees and restructure Ukraine's existing debt, and provide grants, not loans.
The key, however, is to state firmly: the aggressor must pay. We must use Russia's international assets to cover the damage caused. Reconstruction must be linked to EU accession.
Our Ukrainian friends must work hard to adopt and implement EU law, defeat corruption, nurture democracy, promote civil society and carry out necessary reforms. When this happens, we will all meet in the EU as sisters and brothers.

The Cabinet of Ministers of Ukraine approved the Strategy for the development of small and medium-sized enterprises. The document is consistent with the concept of rebuilding our country, with the reconstruction of destroyed enterprises based on the principle of "Build Back Better".
SMEs play a key role in our economy. They generate two thirds of added value and provide over 80% of jobs in the country. That is why supporting SMEs is one of the government's top priorities. We have outlined four main strategic goals:
• restoring and simplifying the business process based on the principle of "less bureaucracy – more opportunities". This will facilitate access to financing through credit and grant programs, as well as the possibility of insurance against war risks. We will continue the deregulation reform.
• Innovative development, digital transformation and green transformation. The strategy involves creating industry clusters and science parks where companies can cooperate and develop together. This will help attract more investment.
• Development of human capital and entrepreneurship. Our goal is to launch programs for women, veterans, people over 50, young entrepreneurs and people with disabilities to enable them to realize their business potential.
• Increasing competitiveness and export. We plan to cooperate with international networks such as Enterprise Europe Network Ukraine, Erasmus For Young Entrepreneurs, promoting the national brand "Made in Ukraine" and expanding the activities of ECA Ukraine.
